Planning Applications in Goole
Goole is a working port town, so the enquiries we take here are as often about a unit, a shop or a change of use as they are about a rear extension. Both go to East Riding of Yorkshire Council, and both are ours to prepare and run.
Applying in Goole
residential and commercial in the same town.
Goole has a compact town centre, a large amount of Victorian and interwar terraced and semi-detached housing, and a working port with the commercial and light industrial premises that come with it. East Riding of Yorkshire Council determines applications across all of that, but the questions change completely depending on which side you are on.
On the housing side the tests are the familiar ones: scale, overlooking, daylight, parking and materials, with terraced property raising the usual issues about access, party boundaries and rear light. On the commercial side the council is asking about the use itself, its hours, its traffic and its effect on the amenity of anyone living nearby. We handle both, and we say which one you are actually dealing with at the outset.
- Householder, full, and change of use applications prepared
- Existing lawful use established before a change of use is proposed
- Access, servicing and parking drawn on the site plan properly
- Full drawing set to East Riding of Yorkshire Council standards
- Case officer and consultee correspondence handled for you
Our Process
how we work.
Site Visit
We measure the property or unit and record the access, servicing and the neighbouring uses.
Use Class Check
We establish the lawful existing use before assuming what a change of use will require.
Feasibility
A straight view on whether East Riding of Yorkshire Council is likely to support the proposal.
Drawings
Existing and proposed plans, elevations and sections, with a site plan showing access and parking.
Submission
Statements covering design, access and operation, submitted and taken through validation.
Determination
Consultee responses from highways and environmental health handled through to the decision.
Goole
a commercial application is a different animal.
Use class, hours of operation, parking, servicing and noise all become the argument. The drawings still matter, but on a commercial scheme it is usually the operational detail that decides it.
Commercial And Change Of Use
the use is the application.
Converting a shop to a café, a unit to a workshop, or a commercial building to flats is decided on the use before it is decided on the design. Some changes fall within the same use class and need no application at all. Some are permitted development subject to prior approval. Others need a full application and will be consulted on by highways and environmental health.
Where the answer is a full application, the operational detail is what carries it. Hours of opening, extraction, deliveries, refuse storage, customer parking and noise all need to be addressed in the submission rather than left for an objector to raise. A fit-out drawn without those answers tends to come back with a request for information and lose a month.
- Use class assessment and prior approval routes checked first
- Office, retail, restaurant and mixed-use fit-outs drawn in full
- Extraction, refuse, servicing and hours addressed in the statement
- Highways and environmental health queries answered by the designer

Householder Work
terraced property has its own constraints.
A lot of Goole's housing is terraced or closely spaced, and that shapes what is achievable at the back. Rear extension depth is limited as much by the effect on a neighbour's light as by policy, and the 45 degree style tests councils apply to windows are the usual sticking point. Getting that right on the drawing is far cheaper than getting it wrong at consultation.
Access is the other practical matter. On a terrace with no side access, how materials get in and spoil gets out affects the build as much as the design, and because the same practice oversees the construction we would rather think about it now than discover it on the first morning.
Loft conversions are the other common request on this stock. Whether one needs permission depends on volume, dormer position, materials and whether the property is a house or a flat, and the answer is address specific rather than street wide.
- Rear light and overlooking tested against the actual neighbouring windows
- Party boundary and access constraints considered at design stage
- Loft and roof alterations assessed for permitted development first
- Buildability considered because we oversee the build as well

Questions
planning applications in goole, answered.
Which council handles planning applications in Goole?
East Riding of Yorkshire Council. They determine householder, full, change of use and advertisement applications for Goole and the surrounding area. We submit through the Planning Portal and correspond with the case officer and consultees ourselves.
Do I need permission to change a shop into a café or takeaway?
It depends on the existing lawful use and what you are moving to. Some changes sit within the same use class and need nothing. Others need prior approval, and a hot food takeaway generally needs a full application because of extraction, hours and highway impact. We establish the existing use first rather than assuming.
Do you take on commercial work as well as houses?
Yes. Office fit-outs, retail, restaurants and mixed-use schemes are part of what the practice does, and in a town with Goole's mix of premises it is a large share of the enquiries. The same architect designs the scheme and oversees the build.
Is flood risk an issue for applications in Goole?
It can be relevant on low lying sites near watercourses, and where a site falls within a higher flood zone the council will expect the application to address it, usually through a flood risk assessment. We check the position for the specific site at feasibility so it is not a surprise at validation.
How long does a Goole application take?
Eight weeks from validation for a householder application and thirteen for a larger or commercial one. Commercial applications attract consultee responses from highways and environmental health, and those tend to arrive late in the period, so the submission needs to answer them in advance.
What will it cost?
The council fee is set nationally and depends on the application type, with commercial applications generally charged by floor area or site area. Our fee covers the survey, drawings, statements and running the process. Both are quoted up front and neither moves.
Can I convert a commercial building into flats?
Sometimes, and there are permitted development routes for certain conversions subject to prior approval on matters such as flooding, highways, contamination and natural light. Whether your building qualifies depends on its lawful use and its history, so it is worth checking before you buy.
How far back can I extend a terraced house?
That is decided by the effect on the neighbours' light and outlook more than by a fixed number. Permitted development sets limits by house type, and prior approval can allow a deeper single storey rear extension. On a terrace we work it out from the actual position of the neighbouring windows.
Do neighbours or nearby businesses get a say?
They are consulted and can comment, but comments are weighed against policy rather than counted. On a commercial application, points about noise, hours, smells and traffic are material and need answering. A general objection to competition is not a planning matter.
Do you cover the villages and Howden?
Yes. Howden, Snaith, Airmyn and the settlements around Goole fall to the same authority and the same local plan. Selby is close by but sits with North Yorkshire Council, which is a different plan and a different set of local policies.
What if the application is refused?
The decision notice sets out the reasons, and they are the route back. On commercial schemes a refusal often turns on an operational point such as hours or parking, which can frequently be resolved and resubmitted, normally without a further council fee within twelve months.
Do you handle building regulations as well?
Yes, and it is a separate approval. Planning deals with use and appearance. Building regulations deal with structure, fire safety, means of escape, insulation and drainage, and on commercial premises the fire and escape requirements are considerably more demanding than on a house.
