Planning Applications in Kingston upon Hull

Hull is a unitary authority, so an application here goes to Hull City Council and is assessed against the city's own local plan, not the East Riding's. We are based in the city, we prepare the drawings and the written case, and we deal with the case officer on your behalf.

Applying in Hull

hull city council is its own authority.

People often assume everything around the Humber is dealt with by the East Riding. It is not. Hull City Council determines planning applications within the city boundary, publishes its own local plan and sets its own supplementary guidance on things like extension design, parking provision and garden space. If your address is inside the city, that is the policy your drawings have to answer.

In practice the boundary sits closer to home than most people think, and streets on the western and northern edges of the city can feel identical to the suburbs just outside it while being determined by a different council. We confirm which authority your property falls under at the first visit, because getting that wrong wastes weeks at validation and produces a statement that argues against the wrong policy.

  • Confirmation of which authority determines your address
  • Measured survey of the property as it stands
  • Full drawing set prepared for Hull City Council
  • Design and access statement written against the city's own policies
  • Case officer correspondence handled by the person who drew the scheme

Our Process

how we work.

01

Survey

We measure the property as built, including the outriggers and returns the deeds never show.

02

Policy Check

We read the Hull City Council policies that apply to your specific address before proposing anything.

03

Feasibility

An honest view on whether the scheme stands up, needs reworking, or does not need permission at all.

04

Drawing Set

Existing and proposed plans, elevations and sections at the scale the city expects.

05

Validation

Submitted with the statements, site plan and fees the council needs to accept it first time.

06

Decision

Officer queries, neighbour comments and amendments handled through to the decision notice.

Kingston upon Hull

one city, one set of policies.

Cross the city boundary and the policy framework changes. A scheme that reads as ordinary in a village a few miles out can be judged against a different local plan, a different density expectation and a different parking standard once it is inside Hull.

The City's Housing Stock

terraces, semis and what fits behind them.

A large part of Hull's housing is Victorian and Edwardian terraced property, much of it on narrow plots with a rear yard rather than a deep garden. That shapes what an application can realistically propose. Depth, boundary distance and the effect on the neighbouring rear window are the tests that decide most of these schemes, and a 45 degree daylight assessment matters far more than the choice of render.

The city also carries a lot of post-war rebuilding and later estate housing, where plots are wider, gardens are deeper and the constraint shifts from daylight to street character and parking. On those streets an officer is more likely to ask what the front elevation does than what the rear does. We draw the scheme for the street it is actually on rather than applying a single house style across the city.

  • Rear extension depth tested against the neighbouring window before design work starts
  • Daylight and overshadowing assessed on tight terraced plots
  • Off street parking and hardstanding proposals where the council expects them
  • Front elevation and street character addressed on estate housing
  • Flat and maisonette conversions where the property is not a single dwelling

Before You Apply

permitted development in a dense street.

Plenty of work in Hull goes ahead without a full application. Single storey rear extensions, some loft alterations and outbuildings can fall within permitted development, and where they do it is faster and cheaper than applying. The catch in a city is that those rights are removed or reduced more often than in a village: flats and maisonettes have none, listed buildings are restricted, and if your property falls within one of the city's conservation areas the limits tighten on side elevations, roofs and anything facing a highway.

Where a scheme genuinely is permitted development, we usually recommend a lawful development certificate anyway. It is assessed on fact rather than on an officer's opinion, it costs less than a full application, and it gives you a document to hand over when the house is sold. That matters more on terraced stock, where buyers' solicitors ask about previous rear additions as a matter of routine.

  • Permitted development assessment for your specific property type
  • Article 4 direction and conservation area checks by address
  • Lawful development certificate applications
  • Prior approval submissions where a larger rear extension is proposed

Questions

planning applications in kingston upon hull, answered.

Which council handles planning applications in Hull?

Hull City Council. The city is a unitary authority, so it determines planning applications inside the city boundary itself rather than passing them to East Riding of Yorkshire Council. We submit through the Planning Portal and correspond with the Hull case officer directly.

My address says Hull but I think I am in the East Riding. Does it matter?

It matters a great deal. Postal addresses and planning boundaries are not the same thing, and several suburbs west and north of the city carry a Hull postal address while being determined by East Riding of Yorkshire Council. The policies, the fee route and the case officer are all different, so we confirm the boundary before drawing anything.

How long will a Hull application take?

A householder application is normally determined within eight weeks of validation, and a larger application within thirteen. Validation is the part that catches people out, so we make sure the drawings, site plan and fee are complete at submission rather than losing a fortnight to a request for missing information.

Can I extend the back of a Victorian terrace in Hull?

Usually yes, but depth is the argument. On a narrow terraced plot with a shared boundary, the test is the effect on the neighbouring rear window, daylight and any sense of enclosure. We measure that at the survey and design to what will pass rather than drawing the biggest box the garden will hold.

What does a planning application cost in Hull?

There are two separate costs. The council application fee is set nationally by application type, and our fee covers the survey, the drawings, the statements and running the application. We quote both before any work starts, so you know the total figure at the outset.

Will my neighbours be able to block it?

No. The council consults neighbours and gives them a window to comment, but an objection is not a veto. Officers weigh comments against policy, so a point about overlooking or loss of light is material while a point about losing a view or about the building work itself is not.

Is my Hull property likely to be in a conservation area?

The city has a number of conservation areas, and designation is by boundary rather than by street name, so the only reliable answer is a check against your specific address. If you are inside one, permitted development rights are reduced and materials, window detail and roof form become part of the assessment.

Do you handle commercial applications in the city?

Yes. Office fit-outs, retail units, restaurants and mixed use schemes all go through the same authority, though the policy tests are different and can bring in access, servicing, extraction and hours of use. We prepare the drawings and the statements for those in the same way as householder work.

What happens if Hull City Council refuses the application?

The decision notice gives the reasons, and those reasons are the route back. Most refusals turn on one element rather than the principle of extending, so an amended scheme that addresses those points can normally be resubmitted, usually without a further council fee within twelve months.

Do I need building regulations approval as well?

Almost certainly. Planning and building regulations are separate consents. Planning covers land use and appearance, building control covers structure, fire, insulation and drainage. A Hull scheme can hold planning permission and still need substantial technical work before anyone can start on site.

How long does planning permission last once it is granted?

Three years from the date of the decision unless the notice says otherwise, and you have to make a material start within that period. If your timing is uncertain, it is usually cleaner to reapply later than to argue afterwards about whether a start counted.

Do you visit, or is this done from plans?

We visit. A measured survey and seeing how the property sits against its neighbours is the whole basis of the application, and on a terraced street the neighbouring building is half the assessment. The visit is also where we tell you if the idea needs rethinking.
