Planning Applications in Hornsea

On the coast the weather decides more of the detailing than the planning officer does, but both have to be answered. We design for exposure, prepare the drawings and take the application through East Riding of Yorkshire Council.

Building On The Coast

materials have to earn their place.

Exposure changes the specification. Render systems, timber cladding, junction detailing, rainwater goods and window ironmongery all behave differently a few hundred metres from the North Sea than they do in a sheltered inland street. That matters at planning stage because the material you name on the application is the material you are expected to build, and swapping it later can mean a variation, an amendment or an awkward conversation with a building inspector.

It also matters because appearance is what the officer assesses. A finish chosen for durability still has to sit properly against the existing building and its neighbours, and on a seaside town with a mixture of building ages that is a genuine design decision rather than a default. We specify what will last and what will pass, and we say which is which.

  • Materials selected for exposure as well as for appearance
  • Junction and weathering details drawn rather than left to site
  • Existing condition of the property recorded at survey
  • Materials specified clearly on the application so the approval matches the build
  • Full drawing set prepared for East Riding of Yorkshire Council

Our Process

how we work.

01

Site Visit

We measure the property and note the exposure, the prevailing wind and the condition of what is already there.

02

Constraints

Designation, flood zone and any coastal policy that applies to the site, established first.

03

Feasibility

A clear view on what East Riding of Yorkshire Council will accept before you commit.

04

Drawings

Existing and proposed plans, elevations and sections, with materials chosen for the location.

05

Submission

Design and access statement and any required information submitted and validated.

06

Determination

Officer queries, consultee responses and amendments handled to the decision.

Hornsea

an east coast detail is not a city detail.

Driven rain, salt air and wind loading are ordinary conditions here, not exceptional ones. A specification that is perfectly sound inland can look tired within a few winters of a coastal town.

Site Constraints

what a coastal location adds to the application.

Depending on where a property sits, the council may apply flood risk policy or coastal change policy to a site, and where it does the application has to contain the relevant information rather than argue around it. Those policies are not a blanket ban on development. They shape what is acceptable, and they are far easier to work with when they are identified before a design is fixed than when they arrive as a validation query or a consultee objection.

The town also has older property near its centre and around the mere, and if a building falls within a conservation area the character of that area becomes a material consideration in its own right. If it is listed, listed building consent is needed alongside planning permission and is assessed on different grounds. We check designation against your specific address rather than assuming what applies to the town applies to your house.

  • Flood zone and coastal policy checked against the site at the outset
  • Conservation area and listed building checks by address
  • Supporting information prepared where the council requires it
  • Consultee responses answered inside the determination period

Before You Apply

the cheaper route, if it is available.

A single storey rear extension within the limits, a loft conversion within the volume allowance or a garden outbuilding can often be built under permitted development. Where that applies it saves both time and the difference in fee. The allowance is measured from the original house as first built, so earlier additions reduce what remains, and designation or an Article 4 direction can remove the rights altogether.

Where a scheme does qualify, a lawful development certificate is usually worth the fee, because it is decided on fact rather than on an officer's judgement and it gives you a document for the file. On a coastal property that has been altered over the years, having the position confirmed in writing is more useful than most owners expect.

  • Permitted development assessment based on the original footprint
  • Lawful development certificate applications
  • Prior approval for larger single storey rear extensions
  • Article 4 direction and designation checks

Questions

planning applications in hornsea, answered.

Which council handles planning applications in Hornsea?

East Riding of Yorkshire Council. Hornsea sits within the East Riding, so householder applications, full applications, listed building consent and lawful development certificates are all determined by that authority.

Does being on the coast change what I am allowed to build?

It can. Depending on exactly where the property sits, flood risk policy or coastal change policy may apply and the application will need to address it. Those policies rarely stop a household extension, but they do change what the submission has to contain, so the constraint is worth identifying before the design is fixed.

Will the council specify what materials I use?

It can condition materials, particularly where a property is in a conservation area or where the street has a consistent character. That is one reason we name materials properly on the application rather than writing to match existing, which leaves the decision open and invites a condition you then have to discharge.

What is different about detailing a building near the sea?

Driven rain and salt air are the practical issues. Junctions, fixings, rainwater goods, ironmongery and render systems all need choosing with exposure in mind, and a specification that performs perfectly well inland can weather badly here. It is a building regulations and construction question rather than a planning one, but the material choice appears on both.

How long will the application take?

Around eight weeks from validation for a householder application and thirteen for a larger one. The clock starts when the council registers the application as valid, so a complete submission at the first attempt is worth more than an early one.

What does a planning application cost in Hornsea?

Two separate figures. The council fee is set nationally by application type, and our fee covers the survey, the drawings, the statements and running the application through to a decision. Both are quoted before work starts.

Could my property be in a conservation area?

Parts of the older town could be covered, and boundaries are mapped rather than described by street name. A check against your specific address is the only reliable answer, and designation reduces permitted development rights while raising the bar on materials and detailing.

Do you work on holiday and second home properties?

Yes. The planning tests are the same for a property whether or not it is a main residence, though a change of use to a different type of accommodation is a separate matter and is assessed on its own terms. We would establish which of those you are actually proposing at the first conversation.

Can my neighbours block the application?

No. The council consults them and gives a period for comment, but objections are weighed against policy rather than counted. Overlooking, loss of light and an overbearing effect are material considerations. A lost view is not, even a sea view.

Do you travel out to the coast for the survey?

Yes. We visit and measure every property we work on. On an exposed site, seeing the orientation, the condition of the existing fabric and how the wind hits the building is part of the design work, not an optional extra.

What happens if the application is refused?

The decision notice sets out the reasons and those reasons are the route back. Most refusals turn on a specific element rather than the principle, so an amended scheme addressing those points can normally be resubmitted, usually without a further council fee within twelve months.

Do I need building regulations approval as well?

Yes, and it is a separate consent covering structure, fire, insulation, ventilation and drainage. On a coastal property the weathering and durability decisions sit largely in that package, which is why we prefer to design the two together rather than treat building control as an afterthought.
