Building Regulations in North Ferriby

Nothing delays a village extension quite like a drain that turns out to belong to somebody else. The agreement itself is routine. Applying for it after the foundations have been set out is not.

Build Over

the agreement that runs in parallel.

Building control assesses your drainage under Part H, but it is not the body that owns the pipe. Where a drain serves more than one property it may be a public sewer or a lateral drain in the water authority's ownership, and building over or close to it normally requires a build over agreement from them. Across this region that is usually Yorkshire Water. Some straightforward cases are handled under a simplified self certification arrangement, but whether yours qualifies depends on the size, depth and position of the pipe, so it is a question to ask rather than an assumption to make.

The reason to raise it at drawing stage is timing. The agreement runs on its own timetable, entirely separate from the building control application, and no amount of goodwill from a plan checker speeds it up. We would rather establish the position while the extension footprint is still a line that can be moved.

  • Existing drainage traced and shared runs identified during the survey
  • Build over enquiry raised with the water authority at drawing stage
  • Foundation design adjusted where a run cannot practically be built over
  • Manhole positions, access and diversion drawn where relocation is needed
  • Full plans submission to East Riding of Yorkshire Council building control or a registered approver

Our Process

how we work.

01

Scope

We confirm what is notifiable and which application route the project should take.

02

Drain Survey

Covers lifted, runs traced and shared connections identified before anything is drawn.

03

Build Over Enquiry

Where a run may be in the water authority's ownership, the enquiry goes in early.

04

Technical Drawings

Drainage layout, build-ups and construction details written against the Approved Documents.

05

Submission

Full plans lodged with East Riding of Yorkshire Council building control or a private approver.

06

Inspections

Drains inspected and tested before backfilling, through to the certificate.

North Ferriby

somebody else owns that pipe.

A drain serving more than one property is very often not yours to build over. That is a conversation with the water authority, and it has its own timetable.

Drainage Design

foul and surface water are separate problems.

Foul drainage is about falls, ventilation of the system, access for rodding and a connection the authority will accept. Surface water is a different question entirely and follows an order of preference, soaking into the ground first, then a watercourse, and only then a sewer. In a village on the lower ground near the foreshore, where the water table can sit high, a soakaway may simply not perform, and that has to be established by test.

Where the ground will not take it, the design has to find another answer, whether that is attenuation, a watercourse connection or a consented sewer connection. All three are drawing decisions with different costs, and all three are much cheaper to compare on paper than to discover in sequence on site.

  • Foul layout with falls, access points and ventilation drawn
  • Surface water strategy chosen against the drainage hierarchy
  • Percolation testing where a soakaway is proposed
  • Connections and consents identified before the trench is dug

The Rest Of The Set

above ground follows below.

Once the drainage and the foundations are settled, the rest of the technical set follows in the usual order. Beams and bearings under Part A, thermal elements and insulation under Part L, ventilation under Part F, escape and alarms under Part B, electrical work under Part P. On the older properties in the village, the existing construction may be solid rather than cavity, which changes the insulation strategy rather than the standard.

The job finishes with a completion certificate after a satisfactory final inspection. Keep it with the build over agreement, because a conveyancer asking about an extension near a sewer will want both.

  • Structural calculations coordinated and drawn as construction detail
  • Thermal element upgrades where existing fabric is altered
  • Part P electrical certification coordinated with the electrician
  • Completion certificate and drainage paperwork gathered for your records

Questions

building regulations in north ferriby, answered.

Which building control service covers North Ferriby?

East Riding of Yorkshire Council building control is the local authority body for the village. A registered building control approver can be appointed instead, which is a private body working under the national register. That choice is available on any project and does not depend on the council area.

When do I need a build over agreement?

When you are building over or close to a public sewer or a lateral drain. A drain that serves more than one property is a strong hint that it may be in the water authority's ownership. The safe approach is to trace the runs at survey stage and raise an enquiry rather than assume the pipe in your garden is entirely yours.

Who issues the build over agreement?

The water authority, which across this region is normally Yorkshire Water, not the council. It runs alongside the building control application on its own timetable, and building control will ask whether it is in hand. Getting it moving early is the single most useful thing you can do on a project like this.

Can I just divert the drain instead?

Sometimes, and occasionally it is cheaper than building over. A diversion still needs the authority's agreement, and it needs designing so the falls, access points and connections all still work. It is one of the options we would compare on the drawing before the foundation setting out is fixed.

How do I find out where the drains run?

Lifting the covers and following the falls establishes most of it, and the water authority holds records of public sewers. On a survey we trace the runs and note where the proposed footprint crosses them. It is a check that regularly changes a design, which is why it comes before the drawings rather than after.

Will a soakaway work in North Ferriby?

It depends on your plot. Percolation depends on the subsoil and on the height of the water table, and on lower ground towards the Humber neither can be assumed. A percolation test answers it. If a soakaway will not perform, the surface water has to be dealt with another way.

Do I need building regulations approval if I do not need planning permission?

Usually yes. They are separate systems and permitted development only answers the planning question. Drainage, structure, insulation, ventilation and fire safety are all assessed under the building regulations regardless.

What is checked at the drainage inspection?

That the pipes are laid to the correct falls, bedded and surrounded properly, connected correctly and tested before backfilling. Covering the trench before that visit is one of the more common reasons work has to be dug out again, so the notice point is agreed with the builder in advance.

Does a build over agreement affect the foundation design?

It can. The authority may require the foundation to be taken down below the invert of the pipe, or a lintel or bridging arrangement over it, and there may be conditions about access to the run afterwards. That is exactly why the enquiry is raised before the engineer finalises the foundation.

Should I use full plans or a building notice?

Full plans, on anything where the drainage carries unknowns. It gets the layout checked before excavation and gives you a formal decision. A building notice starts sooner but moves every disagreement to the point where a trench is already open.

Some houses in the village are older. Does that change anything?

It changes the fabric strategy rather than the rules. Where existing walls are solid rather than cavity, any insulation upgrade has to be designed with moisture in mind. Where floors are suspended timber, underfloor ventilation has to keep working. The standards are national, the detailing is specific to the house.

What paperwork should I keep at the end?

The completion certificate or equivalent final paperwork, the build over agreement if one was needed, the Part P electrical certificate and any appliance commissioning documents. A conveyancer will ask for the set, and it is far easier to gather as the work proceeds.
