Applying in Leeds

a very large authority with a very mixed district.

Leeds City Council is among the largest planning authorities in the country and deals with a high volume of applications across a district that runs from dense inner city terraces through suburban housing to green belt villages. The local plan is applied across all of it, but the tests that actually bite change street by street, and so does the way a proposal has to be presented.

Volume matters more than people expect. In a busy authority, a submission that validates first time and answers the obvious questions inside the drawings gets a cleaner run than one that generates a request for information. That is not favouritism, it is arithmetic. Every query costs a fortnight, and most queries are avoidable.

  • Measured survey of the property as built, not as previously drawn
  • Constraint and planning history checks for the specific address
  • Full drawing set prepared to Leeds City Council requirements
  • Design and access statement written for this application
  • Case officer correspondence handled by the person who drew the scheme

Our Process

how we work.

01

Site Visit

We measure the property and record the neighbouring windows, boundaries and access constraints.

02

Constraint Check

Conservation area, Article 4 direction, green belt and planning history for the specific address.

03

Feasibility

An honest view on what Leeds City Council will accept before you commit to a full drawing set.

04

Drawings

Plans, elevations and sections drawn properly, so the application validates at the first attempt.

05

Submission

Design and access statement written for this scheme, submitted and taken through validation.

06

Determination

Officer queries, neighbour comments and amendments handled through to the decision.

Leeds

one authority, a dozen kinds of street.

Back-to-backs, through terraces, interwar semis, post-war estates, converted mills and outlying villages all sit under the same local plan. The policy is shared. The argument never is.

Inner City Housing

terraces and conversions have their own rules.

A lot of Leeds housing is terraced or back-to-back, which limits what can happen at the rear and puts the effect on a neighbour's light at the centre of the assessment. Loft conversions with rear dormers are common, and whether one needs permission depends on volume, position, materials and whether the property is a house or a flat. Flats have far narrower rights than houses, which catches out a great many people in converted property.

Article 4 directions are used in parts of large cities to control matters such as conversions to houses in multiple occupation, and where one applies it removes permitted development rights that would otherwise cover the work. Whether one covers your address is a question worth asking before, rather than after, a conversion starts.

  • Rear light and overlooking tested against the actual neighbouring windows
  • Dormer and roof alterations assessed against permitted development first
  • Flat and maisonette rules checked, which differ from houses
  • Article 4 direction position confirmed for the specific property

Working With Us

the architect who designs it runs the site.

We are an architect-led design and build practice, which is a rarer arrangement in the UK than it sounds. The same person who draws the scheme and argues it with the case officer is the one overseeing the build, so the detail that got the application through is the detail that gets constructed rather than value engineered out on a wet Tuesday.

Being based in the city makes that oversight practical. It also means the first visit is easy to arrange, and the honest conversation about whether a scheme is worth pursuing happens early, in person, before you have spent anything on drawings.

The other half of that arrangement is the price. The build quoted at the outset is the build we work to, so the figure you agree is not a starting position that drifts upwards once the walls are open. On terraced and converted property, where surprises are genuinely common, that discipline is worth more than it sounds.

Questions

planning applications in leeds, answered.

Which council handles planning applications in Leeds?

Leeds City Council. It is a unitary authority covering a large district, from the city centre out to the outlying towns and villages, and it applies its own adopted local plan across all of it. The submission goes through the Planning Portal and the case officer speaks to us, not to you.

Are you based in Leeds?

The practice is registered at Arlington Business Centre, White Rose Park, Leeds LS11 0NE. We work across Yorkshire and North Lincolnshire, but Leeds enquiries are local to the office, which makes both the site visit and the site oversight straightforward.

Do I need permission for a rear dormer on a Leeds terrace?

It depends on the property and the address. On a house, a rear dormer can often be built under permitted development subject to volume, position and materials. On a flat, those rights largely do not apply, and inside a conservation area they are reduced. We check before designing.

What is an Article 4 direction and does one affect me?

It is a direction removing specified permitted development rights in a defined area. Large cities use them for things such as controlling conversions to houses in multiple occupation. Whether one covers your address is a quick check and an expensive thing to discover late.

Is my house in the green belt?

Possibly, if it is in one of the outlying villages or on the edge of the built up area. Leeds has extensive green belt. It does not prevent extending an existing dwelling, but proposals are tested against whether they are disproportionate to the original building, which is a different argument.

How long does a Leeds application take?

Householder applications run to eight weeks from validation, larger applications to thirteen. In a high volume authority the difference between a submission that validates first time and one that does not is often a month, so the completeness of the pack matters.

What will it cost?

Two separate figures. The council fee is national and depends on which type of application is required. Our fee covers the survey, the drawings, the statements and running the process through to a decision. Both are quoted before anything starts, and the quote is what you pay.

Do you take on commercial work in the city?

Yes. Office fit-outs, retail, restaurants and mixed-use schemes are part of what the practice does, alongside residential. Commercial applications turn on use class, hours, servicing, parking and amenity as much as on the design, and we prepare the submission accordingly.

Can I convert my house into flats or an HMO?

It depends on the property, the local policy position and whether an Article 4 direction applies to the area. Conversions are assessed on amenity, parking, refuse, and the concentration of similar uses nearby. It is worth establishing the position before buying or committing.

Can neighbours block my application?

No. They are consulted and can comment, but an objection is not a veto. Officers weigh comments against policy, so overlooking, loss of light and noise carry weight while loss of a view, or a general objection to change, does not.

Do you cover the outlying parts of the district?

Yes. Wetherby and the villages in the Leeds district fall to the same authority and the same local plan, even where they feel like separate market towns. Harrogate a little further north is North Yorkshire Council, which is a different plan entirely.

Do you handle building regulations as well as planning?

Yes, and they are separate approvals. Planning deals with land use and appearance. Building regulations deal with structure, fire, means of escape, insulation, ventilation and drainage. Because we oversee the build, the technical drawings are produced by the people who will be on site.
