OUTBUILDING OR GARAGE
Garage Conversions in Hedon
In an older part of Hedon the building people call the garage is often nothing of the sort. It is a former store, a workshop or a coach house, and how it was built decides far more about the conversion than what it is currently used for.
What You Actually Have
not every garage was built as a garage.
Hedon has a historic core, and housing from that period predates the private car entirely. What that means in practice is that many of the buildings now used for parking or storage were built for something else. A brick outbuilding at the end of a yard, a former workshop, a coach house or a store attached to the back of the house are all common, and all of them behave differently from a garage built into a house in the last fifty years.
The difference is construction. A modern integral garage generally has a cavity wall, a concrete slab and a damp proof course somewhere in the fabric. An older outbuilding is likely to have solid walls, a shallow foundation or none worth the name, and a floor laid straight on the ground. It may have been designed to breathe, which is to say to let moisture move through the fabric and evaporate. Lining it internally the way you would line a modern garage traps that moisture inside the wall, and the result is a wall that is wetter than it was with insulation hiding it.
That does not make these buildings poor candidates. They are often the best conversions we do, because they have character a 1990s garage does not. It does mean the moisture strategy has to suit the construction, which usually points towards a build-up that manages vapour rather than one that seals it in, and towards checking what the ground and the foundation are doing before anything else is decided.
- Construction identified before any build-up is specified
- Solid wall outbuildings given a moisture strategy that suits them
- Foundations checked where the building predates modern practice
- Slab and ground conditions assessed for damp and level
- Existing character retained where it is worth retaining
Our Process
how we work.
Site Visit
We establish what the building actually is and how it is constructed, not what it is called.
Designation Check
Listed status, conservation area boundary and any Article 4 direction covering the property.
Route
Internal alteration, or a change of use that needs a planning application in its own right.
Survey
Foundations, wall construction, damp proof course, slab level and moisture behaviour.
Regulations
Structure, insulation, damp, ventilation, heating and electrics designed and submitted.
Build
Built and inspected by the practice that designed it, through to completion certificate.
Hedon
how it was built matters more than what it holds.
A solid wall outbuilding and a modern integral garage need opposite moisture strategies. Use the wrong one and the wall stays wet with insulation over it.
Attached Or Separate
the rules follow the connection.
Where the garage is attached and integral to the house, converting it is usually internal work. The building is not enlarged, the roof stays, and the visible change is a window or door in place of the garage door, which normally falls within permitted development. As a general rule that holds, and in a town with a historic core the exceptions carry more weight than usual. Conservation area status, listed building designation and Article 4 directions all reduce or remove those rights, and newer housing on the edges can carry a condition requiring the garage to be retained for parking.
Where the building is detached, the question changes shape. Converting it into space that is genuinely ancillary to the house, an office, a gym, a store, is one thing. Converting it into something that functions as a separate dwelling, with its own sleeping, cooking and washing, is a material change of use and needs planning permission in its own right. East Riding of Yorkshire Council determines applications for Hedon, and it is worth establishing which side of that line a proposal sits on before any money is spent.
- Permitted development assessment for an attached or integral garage
- Change of use advice where a detached building is being converted
- Conservation area and listed building checks before design work
- Planning application to East Riding of Yorkshire Council where required
- Listed building consent alongside planning where the building is designated

Building Control
the approval applies either way.
Whatever the planning answer turns out to be, building regulations approval is required. Converting an attached garage into habitable space is a material change of use in building control terms, and a detached building brought into habitable use raises the same technical questions with the addition of how it is heated and serviced from the house. The approval covers structure, insulation, damp proofing, ventilation, fire safety and the electrical work.
In practice the floor is where most of the work sits. A garage or outbuilding floor is usually uninsulated, frequently has no damp proof membrane and often sits below the level of the house. The new floor either builds up over the existing slab with the membrane lapped into the wall damp proof course, or the slab comes out and is relaid lower where there is not enough height. Where there is no damp proof course in the wall at all, and in older buildings there frequently is not, one has to be introduced or the wall detailed to work without one.
- Insulated floor build-up with a continuous damp proof membrane
- Slab lifted and relaid where the level difference is too tight
- Damp proof course introduced, or the wall designed to work without one
- Ventilation and heating designed for the finished use of the space
- Completion certificate obtained for the property records

Questions
garage conversions in hedon, answered.
Which council covers a garage conversion in Hedon?
East Riding of Yorkshire Council. They determine planning applications and, where a building is listed, listed building consent. Building control is separate and applies whether or not a planning application is needed.
My outbuilding has solid walls. Can it be converted?
Usually yes, but the internal build-up has to suit solid wall construction rather than being copied from a modern cavity. Solid walls generally need a strategy that lets moisture move and evaporate rather than one that seals it in behind an impermeable layer.
Why can I not just insulate and board it like any other garage?
Because an older wall that was built to breathe will hold moisture behind a sealed lining, and you will not see it until it causes damage. The build-up has to be chosen for the wall that is actually there, which is why the construction is established before anything is specified.
Is converting a detached outbuilding different from an integral garage?
Yes. An attached garage converted internally usually falls within permitted development. A detached building converted to ancillary use such as an office or gym is generally straightforward, but converting one into what functions as separate living accommodation is a material change of use and needs planning permission.
What if the property is in the conservation area?
Then permitted development rights are reduced, particularly for anything visible from a highway, and the appearance of the work becomes a planning consideration rather than a detail. The first step is confirming whether your specific address falls inside the boundary.
Is my Hedon property likely to be in a conservation area?
Possibly, given the age of much of the housing near the town centre, but it is confirmed by checking the boundary against your address rather than assumed from the street. If it is inside, permitted development rights are reduced and the appearance of the work becomes a planning consideration rather than a detail.
Does the conversion need building regulations approval?
Yes. Bringing an unheated space into habitable use is a material change of use for building control, covering structure, insulation, damp proofing, ventilation, fire safety and electrical work. That applies whether or not planning permission is required.
What about foundations on an old outbuilding?
They need checking rather than assuming. Buildings of that age often have shallow foundations or very little at all, which matters once new loads or a new opening are introduced. It is one of the things we look at before proposing anything structural.
Can a detached conversion be heated from the house?
Sometimes, by extending the heating circuit across, though the run and the losses need thinking about. Where that is not practical, an independent electric system within the new floor build-up is often the cleaner answer, and it avoids opening up the house to run pipework.
Do you work in the villages around Hedon?
Yes. Hedon sits east of Hull with the villages of Holderness around it, all within East Riding of Yorkshire Council, and we work across that area as well as in Hull where the planning authority changes. We are based in Hull, so this is local work.
Why is the floor level below the house?
Because a garage or outbuilding threshold was designed to shed water outward. The drop is deliberate and it is not a fault, but once the space becomes a room it has to be corrected, either with an insulated build-up over the slab or by relaying the slab lower.
Will the conversion change the look of the building?
It changes the openings, and that is where the design attention goes. New windows or doors in an older building need to sit properly in the wall, with the right head and reveal, rather than being punched into whatever gap suits the internal layout. Done carefully the building reads as itself.
How long does a conversion like this take?
Longer than a modern integral garage, generally, because older buildings hold surprises and the survey work is more involved. The build is still weeks rather than months, but the design and approvals stage takes more time and is worth the time it takes.
