YORK, NORTH YORKSHIRE

Architect-Led Design and Build in York

York is its own unitary authority and it applies its own local plan, its own design guidance and a great deal of heritage designation. A scheme that would pass without comment ten miles outside the boundary can attract serious scrutiny inside it. We design for that from the first sketch.

The Authority

city of york council decides it.

York is a unitary authority in its own right. It is not part of North Yorkshire Council, and it does not apply North Yorkshire policy. Applications inside the city boundary go to City of York Council and are assessed against the York local plan and the council's own design guidance. That distinction is worth holding on to, because advice about a scheme in Malton or Selby does not transfer across the boundary.

The other thing that shapes an application here is the sheer quantity of designated fabric. York has extensive conservation area coverage and a very large number of listed buildings, and where those designations apply, permitted development rights are reduced and the officer will scrutinise material, window pattern, roof form and the way new work meets old. If your property falls into one of those categories, we establish it before drawing rather than after a refusal.

  • City of York Council, not North Yorkshire Council
  • Conservation area and listed building status checked on the address
  • Listed building consent applications where they are needed
  • Householder applications normally determined within eight weeks of validation
  • Pre-application enquiries used properly on designated sites

Consultation

A free first visit, starting with what designations apply to your specific address.

02

Brief

The scheme and the budget written down before design time is committed.

03

Pre-Application

Frequently worth the fee in York, particularly on anything designated or unusual.

04

Planning

Full drawing set, heritage-aware statements and submission to City of York Council.

05

Building Regulations

Construction drawings and structural coordination, submitted to building control.

06

On-Site Oversight

The architect who designed it inspects during the build, including the difficult junctions.

York

heritage is a design brief, not an obstacle.

In a city with this much designated fabric, the officer is not looking for a reason to refuse. They are looking for evidence that somebody thought about the context. Give them that and the conversation changes.

The Housing

terraces, semis and the villages inside the boundary.

The council area covers far more than the historic centre. Victorian and Edwardian terraces run through the inner suburbs, interwar and postwar semis fill the outer ring, and there are villages inside the authority boundary with their own character and their own designations. Each condition asks a different question. On an inner terrace the constraint is the plot width and the neighbours on both sides, so the work is at the rear or in the roof and daylight is the design problem.

On the semis the question is usually how far to the rear you can go before you lose the garden and the light, and whether the roof can take a conversion that does not look bolted on. In the villages the constraints tend to be heritage and materials. What they all share is that a lazy standard detail will look wrong here in a way that it might not elsewhere, and officers in this city notice.

  • Rear and side extensions on terraced and semi detached property
  • Loft conversions with dormers designed for the roof they sit on
  • Garage conversions and internal reconfiguration
  • Work to listed and conservation area property
  • Commercial fit outs, retail and mixed use schemes

Design and Build

on a tight city site, oversight is the whole job.

City sites are constrained in ways suburban ones are not. Access for materials, scaffolding over a boundary, neighbours a metre away, and a street where you cannot simply park a skip for a fortnight. Those constraints are as much a part of the design as the floor plan is, and thinking about them early is what keeps a build from stalling.

Because the same practice designs and builds, those decisions are made by someone who knows what the drawing was trying to achieve. What is designed is what gets built, and the build quoted initially is what we stick to. On a heritage sensitive project that continuity matters more than usual, because a detail simplified on site is exactly the sort of thing an officer notices when they visit.

  • Access, scaffolding and neighbour constraints considered at design stage
  • One architect from consultation through to handover
  • No second price arriving after the design is committed

Questions

architectural design in york, answered.

Do you cover York?

Yes. York is on our regular list along with Selby, Malton, Pocklington and Wetherby. We book the measured survey before design work begins, and site visits during construction are scheduled into the programme rather than arranged at short notice.

Which council decides planning applications in York?

City of York Council. It is a unitary authority in its own right and is separate from North Yorkshire Council, with its own local plan and its own design guidance. That is why advice from a project in a neighbouring district does not automatically apply inside the city boundary.

Is my York property in a conservation area?

It might well be. The city has extensive conservation area coverage, well beyond the historic centre. If your property falls inside a designation, permitted development rights are reduced and materials, window detailing and roof form come under much closer scrutiny. We check the specific address at the consultation stage.

Do I need listed building consent?

If the building is listed, yes, and it is a separate approval from planning permission assessed on different grounds. It covers work affecting the special interest of the building, including internal alterations that planning would not touch. Carrying out work to a listed building without consent is a criminal offence.

Is a pre-application enquiry worth it in York?

More often than in most places. On a designated site, an unusual design, or anywhere the heritage impact is arguable, an officer's early view for a modest fee is far cheaper than a refusal and a resubmission. On an ordinary rear extension on an unlisted suburban house it is usually unnecessary.

Can I put a dormer on a house in York?

It depends on the property and the designation. A rear dormer within volume limits can be permitted development on an unlisted house outside a conservation area. Inside a designation, or on a front elevation, it needs an application and it will be judged on proportion, position and material. Design it to sit on the roof rather than sprawl across it.

How long does a planning decision take?

A householder application is normally determined within eight weeks of validation and a larger one within thirteen. Applications involving heritage assets often attract additional consultation, so build realistic contingency into the programme rather than planning on the minimum.

Do you work in the villages inside the York boundary?

Yes. Those villages are decided by City of York Council like the rest of the authority area, and several carry conservation area designation. The design questions there tend to be about materials and roof form rather than about floor area.

How do you deal with a tight city site during the build?

By treating access, scaffolding, deliveries and neighbour impact as design considerations rather than site problems. On constrained plots, planning the sequence is what keeps a build moving. Since we design and build, that planning happens before anyone is standing on the pavement wondering where to put a skip.

Do you take commercial work in York?

Yes. Retail, offices, restaurants and mixed use projects, including changes of use. Shopfront work in a heritage sensitive street is worth designing carefully, because signage, materials and any change to a historic frontage will be examined closely and are slow to unpick after a refusal.

Will you tell me if the scheme will not pass?

Yes, and in a city with this much designation that conversation happens more often than elsewhere. We would rather lose the fee at feasibility than take money for an application that was never going to succeed. If a scheme needs reworking, you hear it at the consultation.

Do you handle building regulations as well?

Yes. Planning and building regulations are separate approvals testing different things. Planning deals with land use and appearance, building regulations with structure, fire, insulation, drainage and ventilation. We produce the construction information and submit to building control ourselves.
